Multimeters can't read non-DC signals, you'll have to use an oscilloscope. (Notable exception: 50Hz AC sine waves with the "AC" setting for your household wiring needs). EUDM gauge cluster
Might be an idea to hookup an led to that signal.. if the pulse length is long enough you would notice it.
