Sure the strut/insert can go lower if it's got a little thingy on its bottom, but the main things are that that the insert is about level or below the strut's tube and that its gland nut is big enough to fit around the top of the insert, hold it centered inside the tube and tighten down really tight with 1/4-4 threads showing.
