Spark plugs oily?

Spark plugs oily?
After realizing that the engine is not starting, because the spark plugs were too oily, I measured the cilinder compression.
1st cilinder was 11,5, the others 12,5. Engine is redtop with CR 10,3:1.
The seal rings are new, so I guess this shouldnt be the problem...
Somebody with same prob/ideas?... Banging head
