IMHO, there is nothing you can do short of swapping in something that's supposed to be in there anyway that will stay within budget (that is, if you mean young-guy just got a car budget). But your free to try, I would suggest a CA18DET, to avoid having to do custom engine management stuff.
Let me give you the example of my volvo 360: bought a turbo engine that is more or less a direct fit, but then I:
-opened it up to do some maintenance, but wait, all the parts quickly add up to 250+ dollars and then I need to get the head machined as well.. so 300 dollars gone on basic parts already.
-Fabricate engine mounts, not too difficult in my case since I own a good MIG welder, but if you dont, things get expensive again.
-Fabricate an exhaust.. havent come to this yet, but I'm sure it's going to cost at least 150-200 dollars to get a decently sized exhaust on there.
-Get some form of motormanagement (my engine had mechanical injection...yukk, and difficult to retrofit), bought myself a megasquirt and some goodies...bye bye 550 dollars.
-Fix up some intake piping & an intercooler: recon this is going to end up costing about 150-200 dollars for a proper job. Those silicone couplers are damn expensive.
Gives you a bit of an idea of the things involved.. for an ae86 you'd have to get a driveshaft modified too if you choose something other than a 4age.
