Yes its a cart...
However
its a cart that is ROAD LEGAL IN EUROPE!
Dangerious as hell but for roughly 2500 euro's you got it new on license and you can drive it to work and back on the public road. I really wonder how often the police will pull you over:D
It dont get any crazier then this:D

Road legal is something different than safe. 
A bugatti built in 1923 is road legal, but I wouldn't say it is very safe compared to modern cars. Same goes for the cart: it is road legal, but I think the term road lethal (or road fatal) is more applicable to it if you get involved into an accident.

I guess these things just make good use of some strange laws: These are probably in the same "3 or 4 wheeled bicycle" that the old Reliant Robin's where in. That means you can drive them either with a motorcycle or with a car drivers licence. I think trikes are in that category aswell.
