Came across this when I was looking for something else...

The wheel in the pics has a cover over the wheel lugs.
But if you had wheels without a cover you might be able
to skim the from as well to tidy things up. You would need
to look at the back of the wheel as well to see if it has a
full bolting face or cutouts between the bolt holes.

Maybe there is a wheel company around your location who
can do this kind of "fill and drill" work ?
