i read somewhere that a 4A-GE and a 4A-C block is the same. i'd really like to know if this is correct because if it is i could use the block i have and swap out parts, which i was planning on doing to the 4A-GE i was going to get if i went down that road. can anyone help me out?

All A blocks fit, so a 1A, 2A, 3A, 4A, 5A, 6A, 7A, 8A and 9A have the same shape, but only some of them share the same bore: the 4A and 7A have the same bore and only the 9A has a larger bore.
We have seen 3AGE and 7AGE engines so far and some people swapped 20 valve heads on the 16 valve blocks.

However not all blocks have the same strenght (3 or 7 ribs) and if you want the same performance out of the 4A as from the 4AGE you may need to swap the crank as well: it is weaker than the 16 valve crank.

ok so even tho the 4a-c is possible the weaker of the two blocks i can use it if i need to... that helps alot in the money area. really all i need is an engine to run until i save enough for a better one and if i can use most of the one i already have it saves alot more money. thanks for the help guys. Well, the 4AC lower block is strong enough for the bigport 16v head, but they added 4 more ribs to increase the strength after the first series of 4AGE.
