If the other one is working OK it should not be the switch.

Check for:

-Loosen or broken actuator rod
-Broken connector wires
-Actuator is working fine (take him out, and plug the negative and positive terminals of the battery to the 2 main and thick connector of the socket. Exchange the polarity, if nothing works buy a new actuator)
