I think the neighbour only has to cut one piece out of the fender and a small part of the bottom. It looks worse than it is with the residue of soundproofing.

My GF is Hungarian and we found a Hungarian site with old commercials. Thats were I knew it from and since everything is on youtube nowadays it isn't that hard to find.
