I've turned all combinations of lights on and they don't light up...

But i am missing a switch from the car which i have now discovered is the fog light switch... i shorted the plug and the lights still don't come on... also tested continuity from that connector where the switch should be and the plug and there is nothing...

if some one could confirm they are fog lights i'll rewire it...
