Well there are not too many options for 400 Euro.
You might want to check for some used ones. Other then that there are a lot of options you can go. Still a lot of headers available from GReddy, HKS, TRD, Toda and a lot of other japanese manufacturers. Same for catback exhausts over or under rear axle. Will be above your budget of 400 Euro though.
