I think the Doctor is right but I wouldn't go for adding a resistor, I'd try to seperate the two circuits...

Somehow I think you should avoid using power resistors whenever possible, mainly because I don't find it an "elegant" solution, but also because it will reduce the voltage drop over the head lights and therefore dim them.
