The engine can be worth 0 euros or 2300 Euros, everything depends on the skills of the person who put it together. And believe me, to get a 12,3 compression engine running at 11.000rpm takes enormous amounts of carefull attention, measuring, balancing, machining etc. Aka a fully equipped professional workshop.
I wouldn't spend a single dime on an engine that wasn't assembled by someone who already has a good reputation in building racing engines. So find out if that is the case, confirm and only then make a decision.
