The answer is "depends". It depends totally on your budget, intended use and support base.
Ghetto rigging a luke-warm 4A-GE or GTE on a budget? MSII will get you a long way if tuned properly..at least compared to screwing around with fuel pressures etc. Going all out: You'll need something more elaborate to get the most out of your work..Count on the tuning being at least as expensive as the ECU. As a bare minimum you'll need a constant load dyno or ideally an engine bench. Truth be told, the only "best" ECU out there is the one that your tuner is most comfortable working with..If you need readily available start-up maps, then chances are you shouldn't be touching the tuning.
