Congratulations, and you were lucky with the inspector! Thumbs up!
My first AE86 was imported with the (original) USDM licenseplate lighting. The inspector told the person importing it that there was plenty of room on the bumper to mount the European licenseplate lighting and denied 18.2 plates. But this was in the early 1990s, so it might be that they have become a bit more relaxed on this.

About the legislation: we chatted about this earlier. For completion: the Dutch tax law states to comply to the oldtimer-tax it (by default) is supposed to have been first registered before january 1989. The Dutch automobile federation states that you can have this changed to the built date of the car, but then you will need a "birthcertificate" (Certificaat van Overeenstemming) from your manufacturer. I don't have any experience requesting this from Toyota, but my best guess would be to inquire about this at your local dealership and explain the situation.
