Hmm, that would be quite difficult to maintain: who is allowed to update another rating and what about misuse?
Apart from that I could not find anything resembling what you suggest for phpbb, so there is not really an out of the box solution.
I agree with Knudsen: there are already a lot of subforums and I don't think another subforum will add more value to this.

Anyway, it's a good point and I'll have a look into possible solutions for this. Smile
