Try and contact Kraftwerks. They used restrictors on some of their Rotrex kits to keep power down on the basic non intercooled stuff.

Most of the choking on rallye engines was done using boost control and variable valve timing. The restrictor never really comes into play.

What you could try is to buy some adjustable cam wheels and see if you can drop some power at higher revs.
