supercharger restrictor

Somewhere in the future oldtimers(0 plates) in belgium will be given more rights for driving on the road but with more restrictions.
One of them is that the engine output can not be more than 40% extra power.

4AGE original 91 kw
4AGZE original +- 125 kw just within the 40%

the engine i am currently building will have higher cr and same boost with a 3gse tb and 4AGE tvis inlet.So certainly over the 40%.

I was thinking of using a restrictor in some way like they do in the rally with turbo's.Will only be used on the road and inspection,not in performance situations.

do you think it would be possible and harmless to drive?
