It's more than likely a belt. If you push on the belt and it gives more than 2cm's it is to loose. It should only give about 1cm. If it is to tight It won't give. I'm assuming that this belt has been on for a while though, so it is more than likely loose. You can also pick up a product at your local parts store. It's a spray that removes the built up grease on the belts, but isn't corrosive enough to eat the belt itself. Here's a link n how to use it.
