I would try and get more info from the Doctor... he used to have a highly tuned K-series. I had a normal one and we both had a lot of problems with em. Doc ripped it out and switched to a 2TG, I went with a 4A-GE. Guess you could do the latter easily by switching to AE86 running gear and AE7X X-member.
With cams, carbs etc on a K engine..you run a risk of ending up with something way unreliable. If you are dead set on following that path then I know of a tuned 4K engine selling on AE86irl for not too much money. That would easily be your cheapest option. Just needed a head AFAIK. You can also start looking at 5K engines.. they were in some Toyota minibusses, had EFI en larger bores then the older engines. These weren't as down on power as the rest of the range.
