dash lights and park lights problems **Sigh**

Just tried to short out pins 1 and 9 and still no joy
Tried to ground the Variable resistor gizmo and still no joy
So it must be a positive not reaching the unit ?Where should i start checking ?

Radio works .
And the interior light works
And the dash lights for the A/c control and fans etc are working.
Park lights come on when i use the Park light manual switch but when using the light switch i get to second click hear a relay clicking and see no lights... even the lights symbol on the dash doesnt come on the blue one i think... but main lights are coming on brights and dims
