I need some info about the plastic under the 2 front fender

HI, last years i unmout the plastic under the 2 front fender, now I'll mounting it, but I'm confusing about one thing:


(I attach a Image because i don't know some terms in english language, sorry about it.)



the white screw support (red circle) it's under the plastic(blue circle) or it's above?
I'm confused about it, because when I unmount it last year, in the right side it was under, in the left side was above.
I see on toyodiy, teorically the white screw support should be under the plastic:
