Did you try ctrl-f5 on the problematic pages?

This is not a problem of phpBB itself: it is caused by a caching module which did not output the correct headers... The problem is that Internet Explorer then thinks that it should keep the page forever instead of discarding it after each reload. So until you refresh that page explicitly or clear your browser cache it will keep showing it.
