The 7AGE does indeed increase the torque, but you won't gain much in HP. The nature of the engine (longer stroked) and the less balanced crank will cause it to be less rev-happy and you'd better not rev it above 7000rpm.
I think a lot of your questions are already answered here: http://www.aeu86.org/index/menu-technica...topic=4146 The race engine you're referring to is the Formula Atlantic engine. Yes, it is an incredible engine but it is a very scarce engine. People ask amazing sums of money for that engine. Better invest in a 3rd gen 3SGE or a F20 then: more HP+torque for less money.
