cylinder filling is the load right, the values in the table are referring to a certain degree for BTDC - if you compare the table on page 12 with the table on page 16 you should be able to make a table in degrees.
if you read the text to page 12 it states the values are from 0 to 255 (min to max degrees)
probably the easiest way is to try and calculate one point of both tables to get a conversion factor from the 8bit code to degrees.
