need help bad no injector trigger

i just did a sr5 to gts swap on my 86.I used gts engine, dash and front body harness. i am using the gts tank and from the relay ran a wire to the tank for power. my problem is that i have no injector trigger i have 12.3v at the resistor box and to the injectors. the ecu has 12.v. as well and with a meter i know that the ecu has the ground and the injeter ground are good. someone told me to check the igniter, so i went on line and found a ae86 shop manual and it tells how to check the igniter and says when cranking there should be .5 to 1 v at ecu IGt and e1 i only have .2 v. so then i made shore that wire was not cut i ohmed it check out good would that mean a igniter and has anyone had this problem before
