Import could be an option: rough ones can be obtained from a Japanese auction for around 3 to 4K dollars and including handling and shipping that should be well within your limit. Good ones are above 6K dollars, but most of the time worth investing in. For the AE86 counts to get the best example possible because, like Ivan said, bodywork is really difficult to obtain and unless you like patching the entire shell yourself it is uneconomical to do have the work done.
