The problem with paint chipping off of the bumper is that most people do not use any additives when painting the bumpers.
Most paints are not particularly suited for adhesion to plastic, and they harden too much. You can add an additive to add some elasticity to the paint for the bumpers, which should help lessen the chipping a bit.
I've also seen bumpers painted with a thick layer of primer to smooth the surface out, this causes the paint to come off in chunks when damaged.

Havent seen any cars painted with the correct additives myself afaik, but I dont see OEM painted bumpers experience the problems that most people are talking about here. Stone chips from cars ahead of you are more or less a fact of life, but that's a risk you run with the bonnet too.
