It's only released in Japan but will work on any PSP. I got my copy today and its just like the PS2 version with more tracks and a card based upgrade system.

PSP games itself should be region free, from what I understood. Only the movies are protected with a region code. 
Damn, I really need to win the lottery badly.

You could try buying it through Liksang..

They are reliable, but not the cheapest store around. A game store in rotterdam also has a lot of import games, but I havent seen initial D there yet (I think).
I noticed that there is also a game called touge max for the PSP..might also be interesting..

I bought from Liksang and got overnight shipping. You could also try www.playasia.com and www.yesasia.com both of which have the limited edition PSP carry case too
